A horizontal mill has a good deal of 'lift' on the work, the Mitee-bite would just get ripped out of the work, even by the Lewis. But it really makes it a pain to find a way to hold down work, since some cutters need to be buried up to the arbor in the work, and then there is no room for any clamping, since the clamping is in the middle no matter what. That's not un-heard-of, I think at least one of the Burke machines has a single t-slot also. Working on the forming die has pointed out (actually, just made it stand out again) a major fault in the Lewis mill.
